Ruggedo, the former Nome King, escapes from Runaway Island and sets out to reclaim his kingdom and ravage Oz. Peter, a nine year old from Philadelphia is carried to the island by a balloon bird and escapes with Ruggedo in a sunken pirate ship.  Meanwhile Scraps the Patchwork Girl is kidnapped from the Emerald City and taken to the kingdom of Patch. Ruggedo and Peter arrive in Patch seeking repairs for a flying cloak of invisibility, which they found on the pirate ship. Ruggedo true to his nature abandons Peter in Patch, where he helps Scraps to escape along with Grumpy a stuffed bear. Peter, Grumpy and Scraps along with Ozwold the Oztrich hurry to save the capitol of Oz before Ruggedo can use his newly acquired sorcery to defeat Ozma. This is the first adventure in which Peter helps to save Oz. We meet him again in Jack Pumpkinhead in Oz and Pirates in Oz.
